This means reviewing the numbering used in your <strong><a href=\"https:\/\/enreach.es\/en\/customer-engagement\/cloud-omnichannel\/\" target=\"_blank\" rel=\"noopener\">contact centre<\/a><\/strong> for outbound calls.<\/p>\n<h2><strong>THE ORIGIN OF THE REGULATION: A RESPONSE TO THE GROWING THREAT OF FRAUD<\/strong><\/h2>\n<p>Spain is experiencing a significant increase in <strong>digital fraud<\/strong>, with a large proportion of these crimes occurring through fraudulent <strong>calls or SMS<\/strong>. According to recent data, <strong>50% of digital fraud in the country originates from these types of communication.<\/strong><\/p>\n<blockquote>\n<p style=\"font-weight: 300; font-size: 35px; text-align: center;\">\u201c50% of digital fraud in the country originates from these types of communication.\u201d.<\/p>\n<p style=\"font-weight: 300; font-size: 20px; text-align: center;\">El Pa\u00eds<\/p>\n<\/blockquote>\n<p>To tackle this problem, Decree TDF\/149\/2025 establishes new obligations for telecoms operators, requiring them to <strong>identify and block communications that do not comply with legal requirements<\/strong>.<\/p>\n<h2><strong>WHO WILL BE AFFECTED BY THE REGULATION?<\/strong><\/h2>\n<p>The Regulation directly affects three key players in the telecommunications and contact centre sectors:<\/p>\n<ul>\n<li><strong>Telecom operators<\/strong>, who are responsible for detecting and blocking calls and SMS that do not comply with the regulation.<\/li>\n<li><strong>Contact centres<\/strong>, which must ensure the use of authorised numbering and comply with the new restrictions.<\/li>\n<li><strong>Telemarketing or customer service departments<\/strong>, which will have to adapt their strategies in order to avoid communication disruptions.<\/li>\n<\/ul>\n<h2><strong>SERVICES AFFECTED BY REGULATION TDF\/149\/2025<\/strong><\/h2>\n<p>The restrictions introduced by the Order will apply to calls and SMS according to the following timetable:<\/p>\n<p><strong><span style=\"color: #7a17f8;\">From 7 March 2025:<\/span><\/strong><\/p>\n<ul>\n<li>Blocking of <strong>all<\/strong> <strong>calls and SMS from a number not associated<\/strong> with a user or service.<\/li>\n<\/ul>\n<p><strong><span style=\"color: #7a17f8;\">From 7 June 2025:<\/span><\/strong><\/p>\n<ul>\n<li>Blocking of <strong>all<\/strong> <strong>calls and SMS<\/strong> sent from abroad that <strong>simulate being sent from Spain<\/strong> (using national numbering).<\/li>\n<li>Blocking of <strong>all<\/strong> <strong>unsolicited commercial or customer service calls from a mobile number<\/strong>.<\/li>\n<\/ul>\n<p><strong><span style=\"color: #7a17f8;\">From 7 June 2026:<\/span><\/strong><\/p>\n<ul>\n<li>Blocking of <strong>all SMS not sent from a pseudonym registered with the CNMC<\/strong> (National Commission for Markets and Competition).<\/li>\n<\/ul>\n<p>Failure to comply with any of these provisions may result in fines of <strong>up to \u20ac2 million<\/strong>.<\/p>\n<h2><strong>KEY ACTIONS TO COMPLY AND AVOID PENALTIES<\/strong><\/h2>\n<p>In order to ensure compliance with Decree TDF\/149\/2025 and to avoid communication disruptions, you must take the following steps<\/p>\n<ul>\n<li>Ensure that the numbering used for calls is <strong>allocated and authorised<\/strong> (800\/900 and geographical numbers are available for this purpose).<\/li>\n<li>Ensure that <strong>your telecoms provider<\/strong> is compliant with the new legislation.<\/li>\n<li>Replace mobile numbering in outbound campaigns with <a href=\"https:\/\/enreach.es\/en\/telephone-numbering\/900-lines\/\" target=\"_blank\" rel=\"noopener\"><strong>800 or 900 numbers<\/strong><\/a>.<\/li>\n<li>Use <strong>international numbering<\/strong> for outbound calls from abroad*.<\/li>\n<li>Register all <strong>aliases<\/strong> used to send SMS with the CNMC.<\/li>\n<\/ul>\n<p style=\"font-size: 15px;\">*Spanish companies with offshore or nearshore operations may request an exemption from the Secretary of State for Telecommunications and Digital Infrastructure to continue using their usual numbering.<\/p>\n<h2><strong>NEED MORE INFORMATION ABOUT THE NEW REGULATION?<\/strong><\/h2>\n<p>Contact our team of experts on <strong>+34 900 670 750<\/strong> or fill in this form.<\/p>\n<div id=\"formulario\" class=\"hs-form\"><script charset=\"utf-8\" type=\"text\/javascript\" src=\"\/\/js-eu1.hsforms.net\/forms\/embed\/v2.js\"><\/script><br \/>\n<script>\n  hbspt.forms.create({\n    region: \"eu1\",\n    portalId: \"25868881\",\n    formId: \"37d106ea-e12c-4300-8491-f82296dc2405\"\n  });\n<\/script><\/div>\n","protected":false},"excerpt":{"rendered":"<p>New legislation TDF\/149\/2025, published in the BOE on 15 February, introduces strict measures to combat identity fraud in telephone communications.
